Mission Statement - The
mission of the Procurement Division is to
contract for supplies, materials, equipment and
services that City departments, including the
Hartford Public Schools, need to carry out their
daily activities.
Procurement Stats:
Procurement Services has a staff of four and is
responsible for issuing over two hundred million
dollars in contracts each year. Recent

Disadvantaged Business Outreach:
In 2008 Procurement
Services, in conjunction with the
Connecticut Procurement Technical Assistance
Program (PTAP), initiated a series of
educational workshops
focused on small businesses interested in
learning how to do business with State and local
government. Notice of these three hour
workshops will be posted in the right column of
this web page. Email notification can be
setup by registering with
PTAP.
Procurement Planning:
Upcoming bid activity can be found on the City's
Procurement Calendar (ProCal). The
ProCal is accessible from the left side tool
bar. This tool provides a portal for
vendors and other interested parties to view
upcoming procurement activity. Vendors are
better able to plan their time around upcoming
business opportunities. Additionally this
alleviates the need for Procurement staff to
handle phone inquiries on the status of a
contract and next bid. The ProCal also
identifies purchases that are targeted to the
small and minority business community,
facilitating the attainment of City’s social
goals.
Emergency Preparedness:
The City's Procurement Services Division is a
thought leader and innovator in the area of
emergency preparedness. It's Procurement
Manager has led an international effort to
network procurement organizations together in
preparation for and response to disasters
effecting entire regions. This program is
called PREP (Procurement Response and Emergency
Preparedness) and is sponsored by the National
Institute of Government Purchasing (NIGP).
E-Procurement:
In
2004 Procurement Services was the first of its
type of organization in the Northeast to
implement a complete e-Procurement management
tool. E-Procurement enables the City to
garner the advantages of a centralized
procurement system in a decentralized
environment. Efficiency gains have enabled
the department to maintain services with reduced
staffing.
